I would like this question to help people choosing which program to attend for a PhD and pos-doc. So, where are the best, with mature community, hands on places to apply for a machine learning program? Please, consider when sharing your experiences the most interesting projects, number of important publications by year, useful softwares released and so forth.

edersantana, you'll find it hard for people to be honest and open about their experiences online to strangers, on the record.

That said, if you look at the affiliations of researchers who are active in the field you will get a very good approximation of how good the places are.
