What tools/techniques can be used to identify a noun phrase and the parent noun phrase (belongs_to/is_a_part_of relations). For example, for a sentence like

He has been living in Marion County in New York

I am looking for something like

Marion county is a part of New York

New York (parent), Marion county (child)

That's a pretty specific case. I'd suggest having a good NER module, where locations are identified. Then you can use Yago2. In your particular case searching for Marion + New York will give you this: https://d5gate.ag5.mpi-sb.mpg.de/webyagospo/Browser where you can extract the isLocatedIn or rdf:Type relationships.

Alternatively, you can use Wordnet, where parent-child relations can be extracted from. However, Wordnet has only limited number of entities, if it is entities you are looking for.
