I think that's very useful for phd students or scientist in the field. But is it good idea to go there for someone outside the academia and without any papers?

Only if you are interested in academic research. I visited NIPS once as a first-year graduate student without any papers, and while it was a daunting experience it convinced me that I wanted to be a part of the community. NIPS in particular has all papers presented as posters, which makes it much easier to talk to authors of interesting papers and see what is going on and where to go from there. It's also dirt cheap this year (when compared with previous years).

Nips 2013 is relatively chip but it is 17+ hours flight for me :).

It is hard to be in a hotel filled with very smart people you don't know. The flight might be an issue, yes. Maybe another conference will be closer to you next year?
