Where can I find an ontology database for skills expertise that will have data such as: marketing ->online marketing -> search engine marketing = SEM

you can try open cyc ontology, see following link: OpenCyc Collection: worker

You could also consider freebase. The entry on SEM isn't well-linked, but the one on SEO is.
